Bureaucracy, cost, bog down Humane Society's search for new home

OSHAWA -- It's been three weeks since a catastrophic fire at the Durham Region Humane Society killed 140 cats, three dogs and many other animals and shelter staff and volunteers are still no closer to finding a new place to call home.
